The Gross Polluter of the North

"Jalopy": an old car in a dilapidated condition.  Definition by Oxford Languages.  Synonyms: "rust bucket", carcancha.  Rust buckets are often "gross polluters" - that is, cars that can't pass smog or DEQ tests no matter how much money you throw at them.  I know this, because many years ago, when I was still living in Southern California and I was a dirt-poor undergraduate college student, I drove one.

As we look at what are hopefully the last gasps of the Trump presidency, I think it is helpful to explore the role that the Russian government played in Trump's initial rise to power, as well as the motivations which the Russians had for playing that role.  Trump showed himself to be every bit a "blast-from-the-past" racist, bigot, big-shot Republican, friend of the rich, and anti-environmentalist.  In this, he was a mirror of the regime and mindset of Vladimir Putin.  I have previously traced on this blog the motivations for the racism and revanchism ("Let's Make Ourselves Great Again!") of both these men.  (See this, this, and this, for instance.  Also see this by Olga Doroshenko.)  Trump's friendliness toward the rich has obvious motives.  But why did the Russians see fit to help the rise of such a rabid anti-environmentalist?

As I have considered this question over the last few weeks, I have come to the conclusion that the anti-environmental motives of Trump and Putin have less to do with deep psychological causes than with a certain perverted pragmatism.  Let's look at that pragmatism from a Russian perspective, and we'll start with the current state of the Russian economy.  According to Investopedia, Russia's economy in March 2020 was smaller than any of the top ten national economies in the world.  (It is interesting to note that each of the economies of India and Brazil is larger than that of Russia.)  And according to a 2018 Forbes article, Russia's economy is smaller than that of the U.S. state of Texas.  However, the Russian economy is still very heavily dependent on the export of minerals, whereas the economy of Texas is more diversified.  (Don't let that make you complacent if you live in Texas - the U.S. economy also has certain weaknesses, which I will continue to explore in future posts.)  The Russian economy has not been able to transition to reliance on export of high-value manufactured goods, despite recent dubious Russian claims of having invented a coronavirus vaccine.  

To see how dependent Russia is on exports of raw materials, consider the top ten Russian exports according to this source:
  1. Mineral fuels including oil (52.2 percent of total exports)
  2. Iron, steel (4.3 percent)
  3. Gems, precious metals (3.6 percent)
  4. Machinery including computers (2.1 percent)
  5. Wood (2 percent)
  6. Fertilizers (2 percent)
  7. Cereals (1.9 percent)
  8. Aluminum (1.4 percent)
  9. Electrical machinery & equipment (1.3 percent)
  10. Copper (1.2 percent)
As can be seen, the export of finished high-value manufactured goods comprises only 3.4 percent of the total value of Russian exports.  The bulk of the export revenue earned by Russia consists of sales of mineral fuels including oil.

But there's a problem.  While it is certainly true that the global peak of production of conventional oil has certainly passed, it is also true that advances in renewable energy technology have made this peak far less relevant and far less disruptive to industrial societies overall than many of the "peakists" were predicting from 2007 onward.  In fact, the German Energy Watch Group, which correctly tracked the peaking of global conventional oil production, also correctly tracked the rise in use of renewables, particularly solar photovoltaic power production.  This rise in use is being driven by continued advances in solar PV cell manufacturing and battery storage which are driving down the cost of solar PV systems and making them affordable to ever-wider markets.

This presents a big problem for countries whose wealth is predicated so heavily on a foundation of exporting mineral fuels.  I would like to suggest the possibility that the power base of Russian elites relies heavily on the foundation of the extraction and sale of raw materials including oil, gas, and other mineral fuels, and that developments which threaten global markets for these resources or which drive down the price of these resources are a serious threat to the survival of the members of these Russian elites.  It is therefore interesting to note the connection between climate science denialism and the positions of many (but certainly not all) of the most prominent members of the Global Far Right.

Thus it is that in Russia, according to a June 2020 Moscow Times article, renewables (excluding hydropower) account for only 0.16 percent of electric energy production.  Investment in renewable energy installation is almost completely nonexistent.  On the other hand, China is one of the world's leading investors in wind and solar energy, and is a major manufacturer of solar and wind energy conversion equipment.  China is also poised to take the lead in innovative renewable energy technologies.  Thus, the future looks bright for Chinese plans to transition to a non-polluting future, according to this August 2020 Forbes article.  And China is by no means the only nation investing in renewable energy technology.  

Therefore technological advances, serious investments, and the emergence of global climate preservation movements have threatened a key source of Russian export revenue.  Let's consider one potential implication of a successful "Green New Deal": a reversal of Arctic sea ice loss that is potentially great enough to deny Russian access to hypothetical mineral deposits as far north as the North Pole.  Putin showed his own belief in climate change by laying claim to these mineral deposits as far back as 2001 - a claim which the Russian government renewed in 2015.  If the Arctic sea ice returns to anything like its normal non-climate-altered extent, that spells the end for cheap and easy Russian access to additional mineral resources.

Let's close with a snapshot of pollution in Russia, which has recently been "enjoying" record high levels of air pollution (including a city which routinely has the dirtiest air on the planet) and coastal waters that are sickening surfers and killing thousands of animals.  A small price to pay in order to keep certain elites in power, eh?  And now you can understand the helpfulness of the Trump administration toward those Russian elites in the rolling back U.S. vehicle fuel economy standards this year.

Words of Light In Dark Times: An Interview with Dr. Soong-Chan Rah

I have a special treat for readers this week.  I am privileged to be able to present to you an audio interview which I conducted with Dr. Soong-Chan Rah, a Christian, theologian, and seminary professor who has applied systems thinking to the issues facing America and other First World societies, and to the response of the Christian Church to these present challenges.

I have mentioned Dr. Rah in several previous posts.  Dr. Rah is the author of four published books: The Next Evangelicalism: Freeing The Church from Western Cultural Captivity, Many Colors: Cultural Intelligence for a Changing Church, Prophetic Lament: A Call for Justice In Troubled Times., and Return to Justice: Six Movements That Reignited Our Contemporary Evangelical Conscience.  He also has an additional book which is about to go to press, which he mentions toward the end of the interview.

In the interview we briefly cover the reality of the hard ecological and economic limits now being faced by the industrialized world.  Then we begin to ask how the United States and the Global North in general have responded to these limits, focusing particularly on the response of the mainstream American church to an age of limits.  We discuss the pathology that arises in people who have enjoyed unjust privileges for a long time, and how that pathology is triggered when those privileges begin to run out.  I also ask Dr. Rah what Scripture passages he has been referring to in order to understand these days.

From there we discuss how real Christians should pray in these days, and how to avoid being sidetracked by searching for easy, yet false answers in our prayers.

Lastly, we ask what real Christians should do in these days.  And we briefly discuss the role of nonviolent struggle in our response.

About the audio: you will also get to witness (or more accurately, hear) my rather thumb-fingered approach to audio technology.  So you will hear that the audio actually begins in the middle of my introduction to Dr. Rah, and the presentation of my first question to him.  I tried fixing this by recording a new introduction, then I tried downloading some free and open source audio editing software to splice the new intro onto the main body of the interview.  After a rather long bit of frustration, I became convinced that I did well to avoid a career in TV or radio!  However, I can type (most of the time).  So I will give you the text of my first question, so that you may have a more complete picture of the interview.  Here is the text:

"These days are a time of confusion and distress for many people who had hoped that by the end of 2016, the people running things in our world might have moved in a more equitable direction than that which they have taken.  Many of us might be struggling to correctly understand these days, and may need help in our understanding, so that we can plot a right course of action.  In order to help us in our understanding, I am interviewing Dr. Rah, and will be asking him several questions under three general categories:

When National Narcissism Meets Unforgiving Nature

This week I have three things to share.  First, I'd like to introduce you to Walk On, a blog written by Jesse Curtis.  Mr. Curtis is currently a PhD student at Temple University in Philadelphia, Pennsylvania.  His research focus is American history, and the roles which American exceptionalism and racism have played in that history.  He has particular insights into the role which American evangelicals have played in fostering and maintaining that exceptionalism and racism.

I am glad to have discovered his blog, because I believe that an accurate understanding of the present-day dysfunctional mainstream American mindset must of necessity include an accurate understanding of the ways in which white American evangelicalism and its leaders have contributed to the creation of that mindset.  I am a Christian - a Biblically orthodox Christian - and yet I hereby declare my belief that present-day white American evangelicalism is deeply dysfunctional, and that in many ways it amounts to no more than a patriotic cargo cult.  (One of these days, I will explain the ways in which the term "cargo cult" accurately describes American evangelicalism - unless someone wants to beat me to the punch.)

The nature of American evangelicalism and its impact on American society explains not only the dysfunctional ways in which the U.S. interacts with the non-white and the foreign-born.  It also explains why the U.S. is responding in such a dysfunctional way to the limits now being imposed on it by resource depletion and environmental degradation - the original subjects of my blog.  Along those lines, I present you with two reposts of articles describing the collision of national narcissism and unforgiving nature: "The Congress Created Dust Bowl," and "The Death of the Central Valley."  Enjoy.

The Snow Drought of 2011, And Other Matters

Riffing off of my most recent post, I wanted to point out something that is being covered only tangentally by the American mainstream media, namely, the snow drought that has gripped large portions of the Northern Hemisphere over the last few months. I am now in Southern California, after driving down from Portland yesterday. From Portland through the Siskiyous, and on down through the San Gabriels into Southern California, I saw snow only once – a pathetic scattering of a few light patches maybe an inch thick in shadowed places near Ashland and Medford. (Of course, there was also a bit of snow - but not much - on some mountain peaks higher than 4000 feet.)

CBS News reports that much of the United States is experiencing a lack of snow and unusually warm temperatures. And the snow drought has affected Europe, according to stories from Finland and Austria. Meanwhile, the Global South is suffering from record rainfall and heat waves. Climate change is in the air. That's anthropogenicman-made – climate change. Let's stop kidding ourselves. Yet climate change is not yet part of the adult conversation of many Americans and other inhabitants of the Global North, addicted as they are to their consumerist lifestyles.

Speaking of consumerism, it seems that the Nike Corporation, in concert with marketing experts, have created a very potent combination of basketball shoes and advertising capable of turning millions of Americans into raving idiots. The psychopharmacology of this shoe/advertising combination hasn't been fully documented, but Nike has been able to induce rioting in several American cities over the release of their doofus shoes. Nike officials issued nuanced statements of public regret concerning the riots, yet privately, they were probably quite pleased – as the executives of Wal-Mart must have been pleased by the effectiveness of advertising powerful enough to induce crowds to trample one of their employees to death a couple of years ago.

To The Left Of...The Oil Drum

On Memorial Day I posted a rather provocative question to the Oil Drum website regarding the efforts of British Petroleum to stop the Deepwater Horizon oil leak. I got a lot of provocative answers. In fact, I felt a bit like a private detective character in a crime noir film who walks into the midst of a street brawl unawares. I took a few lumps. But here's giving a few lumps back again (as private detective characters usually do).

My question was as follows:

I have been following the Deepwater Horizon story from a bit of a distance. I am not an oil man or oil industry expert by any means. But seeing the multiple failed efforts to plug the leak, along with the continued low-balling of estimates of the magnitude of the leak on the part of BP and the U.S. Federal government, I can't help but be a bit skeptical about a few things. To me it seems that BP's efforts are constrained by its desire to protect its profits from damage at all costs. I think they're just dinking around. I wonder - not that I think this would ever happen in our country at present - but what if money was no object; how quickly could this leak be stopped?

By "stopped" I mean stopped - without any regard for whether BP could use this well afterward. How could it be that "money was no object" in stopping the leak? One of two ways - either assume that BP has unlimited resources, or assume that a government (such as the U.S. government) had the guts and the strong moral sense to seize BP's assets and liquidate the company entirely in order to pay for the quickest and most effective means of stopping the leak. In other words, someone with a backbone and means of enforcement would have to make BP an "offer they couldn't refuse." What sort of engineering solutions would be available then? And how quickly could they be implemented?

It's an academic question to be sure, since it's not going to happen. But considering such a question would at least provide us with a "delta" between what could happen if those in charge really wanted to stop this mess versus what's happening now.

You can read both my question and some of the answers here. Now here's the thing. Most of those who answered my comment attacked my lack of expertise and the obvious “silliness” of my question and assumptions. I'll have to give them a bit of credit; as I said, I am not an oil man or oil industry expert. These same people were very sympathetic to BP, stating that BP was doing the best job it could under the circumstances, a “first class effort” undertaken by the “best minds on the task.” One poster commented that “...we should all wish them luck, and after all, they really are working for the collective 'us'.” Another wrote that “the idea that BP is withholding some efforts on the basis of costs is pure nonsense. Your analysis is just not credible...” Yet another said that “right from the start BP volunteered to pay for everything although they could have hidden behind a $75 million cap for the clean-up...”

Farther down the comment thread are posts unconnected to my question, written by posters who gush (pardon the pun) about the “breathtaking skill of the engineers and technicians” now working to stop the leak. One poster writes that “we are seeing stuff akin to what NASA does.” He also writes, “We are witnessing the destruction of wealth and assets and reputation and we may never be certain if anyone really screwed up...KUDOS to the people in the petroleum industry. You all rock!” There's more obsequious frothing at the mouth in praise of the petroleum industry, but I'll let you all read it for yourself if you're interested.

Once again, I admit that I'm certainly no oil production expert. But I also have experience in witnessing the mismanagement of problems in engineered systems, along with the inevitable lying and cover-ups that occur afterward. In fairness to the many fine experts at the Oil Drum, I promise to read up on the tech talks that have been written about the efforts to stop this leak. I am sure they are all fascinating. However, I think the following points are still worthy of mention:

  • BP's low-balling of the magnitude of the leak, from the very first days after the sinking of the Deepwater Horizon until now;

  • The attempts to cover up the extent of the environmental damage and of the spread of the oil, as I documented in my last posts on this subject;

  • The use of a toxic dispersant chemical (Corexit) by BP in an attempt to break up some of the oil slicks, instead of more expensive, yet more effective and environmentally-benign chemicals used by other companies;

  • And lastly, the lies that were published in the mainstream media (such as Rupert Murdoch's News Corp outlets) about the “progress” being made by BP in bringing the spill under control (such as the ship that was supposedly sucking 5,000 barrels of oil per day from the leak).

These things all make me question (and frankly gag over) the party line that BP is a wonderful company that just happened to be the victim of an accident that's nobody's fault and that nobody caused, and now BP is exerting superhuman efforts to try to clean up the resulting mess. It is still a valid question to ask whether the most effective engineering solutions are being employed here.

I'm also wondering a bit about the Oil Drum. When I first started visiting that site, I was drawn into participating in some of the online discussions, driven by a fascination with the Peak Oil story and wondering how it would all play out. I made the “mistake” of announcing that I was a Christian once when I ran across an online discussion that was critical of Christians, in which most of the posters assumed that we were all like Sarah Palin or Pat Robertson. Because of my admission, I was treated to another round of “private-detective-gets-jumped.” Nowadays it's ironic that I, the moralist, the believer in an absolute standard of right and wrong, should suddenly find myself to the left of ... the Oil Drum! For not only am I lately finding a curious reluctance to discuss anthropogenic climate change over there, but I am also finding posters who are horrified at the thought that the Federal Government might ever force BP to make full restitution for the mess they have caused.

But true restitution is a sign of true repentance (Luke 19:8). Not only does BP not seem repentant, but the entire oil industry seems reprobate – what with Shell Oil winning leases for offshore drilling near Alaska and Canada issuing permits for drilling off its coasts – all in the aftermath of the Deepwater Horizon leak. Morality won't stop these people from continuing to make a mess. Our only hope for oceans that retain even some semblance of life is for another sweeping credit crunch that destroys the ability of oil companies to finance deepwater projects.

As to credit crunches, a curious thing has been happening. In 2008, as oil prices spiked to nearly $150 a barrel, credit markets crashed. Some argue to this day over whether or not the two phenomena were related. As a result of the crash, oil prices fell to nearly $30 a barrel. Now they are back over $70 a barrel. But we recently saw another credit crunch, this time involving not just banks, but the countries of the Eurozone. Oil had been trending above $83 a barrel just before that crisis. Now the price of oil has fallen to the low $70's (and is starting to rise again). But notice that this credit crunch did not deflate prices to nearly the same extent as the 2008 credit crisis.

To me this is a validation of Oil Drum analyst Tony Erickson's earlier prediction that there would be a significant decline in global oil production throughout 2010 – for oil prices are remaining stubbornly high even as deflationary events continue to happen throughout the world. (Tony Erickson is one of the good guys in my opinion, by the way.) But that's just my guess. As I am not an expert on oil, I don't pretend to be an expert on money matters either. ;)

Davy Jones Disturbed - One Month Later

This will be a short post – my schedule has suddenly become much busier. I will say, though, that I have some good interviews lined up, and hopefully you will be seeing them over the next two months. I also owe you all a transcript of my “post-Peak health care” interview with Holly Scholles of Birthingway College of Midwifery.

Today let's talk about the ongoing oil leak caused by the destruction of the Deepwater Horizon drilling rig in the Gulf of Mexico. I want to list the lies that have been told so far by British Petroleum (BP) and its allies in the mainstream media:

  • Residents of Texas who discovered dead sea turtles washing up on their beaches soon after the sinking of the Deepwater Horizon and the resulting oil spill were told that there was no connection between the oil spill and the dead sea turtles on Texas shores. This assertion was heavily implied in coverage of the event by Fox News. However, the truth is that the numbers of dead sea turtles are triple the normal amount for this time of year. A more accurate picture of the environmental damage can be found at the Sea Turtle Restoration Project and similar sites.

  • Tar balls are now washing up on the beaches of Florida. The U.S. Coast Guard recently asserted that “lab tests show conclusively that the the Florida Keys tar balls are not linked to the Deepwater Horizon oil spill.” The funny thing is that the National Oceanic and Atmospheric Administration requires that all water, tar or oil samples collected in the area affected by the Deepwater Horizon spill must be sent to TDI-Brooks International's B&B Laboratories, located in Texas. TDI-Brooks' biggest clients are multinational oil companies such as British Petroleum, owner of the Deepwater Horizon. Clearly, there is a conflict of interest here.

  • The “official” size of the leak has never lined up with reality. The official figure being bandied about is 5000 barrels per day. In the early aftermath of the disaster, that figure was far lower, as the official estimates of the severity of the leak were being published by...BP, of course! Estimates were revised upward from a mere 1000 barrels per day to the current 5000 as it became quickly obvious that BP's figures were unrealistic. Now some very respectable sources are saying that the 5000-barrel-per-day figure is also wildly optimistic. According to these sources, the figure should be closer to 70,000 barrels per day. (See “Daily Kos: Deepwater Horizon: The first 30 days” and “Gulf Oil Spill May Far Exceed Government, BP Estimates : NPR” for instance.) According to one estimate, the resulting oil slick now covers more area than the state of West Virginia.

  • Descriptions of BP's effectiveness in stopping, stemming or containing the leak have proven time and time again to be very exaggerated. Rupert Murdoch's News Corp outlets, including Fox News and the Wall Street Journal, have regularly and uncritically published BP's pronouncements that progress is being made in stemming the leak (see “FOXNews.com - British Petroleum Caps One of Three Gulf Oil Leaks”, and “Spill Fight Shows Progress - WSJ.com” for instance). Yet these statements are being regularly disproved. BP's recent statement that they were siphoning off 5000 barrels per day from the leak via a specially-equipped ship had to be revised downward, as reported here.

The situation is improving for people who want to get at the truth of the seriousness of the Deepwater Horizon disaster. There is now a live camera feed showing the leak in real time, via both satellite imagery and underwater cameras at the leak site. This live feed has been overloaded, showing just how many people are interested in learning the truth. There are also independent experts who are not friends of the oil industry, who can also provide insight into the magnitude of the disaster.

The truth that emerges is not a pretty picture. What is being seen is that BP who were incompetent in managing offshore oil drilling, are just as incompetent in managing the cleanup from an offshore well blowout. Either that, or they are unwilling to mount the sort of effort needed to stop the Gulf oil leak in a timely manner due to fear of reducing their profit margin. It is high time to bring in more competent agencies, even if this means we have to ask for help from foreign governments. This will of course tarnish the myth of American exceptionalism, as well as exposing BP to increased civil and criminal liability (for many more people will see the evidence of the magnitude of the mess BP have created). That's just too bad. Time is of the essence here. Otherwise, we face the prospect of 70,000 barrels of oil per day polluting our oceans for months on end, while BP dithers about and expends most of their energy protecting their stock value instead of taking responsibility for their mess.

Pravda Moments

There is a series of articles about Soviet history at the PBS website. One article deals with the function of propaganda in the Soviet regime, specifically mentioning Pravda, the former official news organ of the Soviet Communist Party, which is now an independent news/editorial organization in its own right. The PBS article states that, “When the Bolshevik party came to power in the October 1917 revolution, it immediately began creating the world's first modern propaganda state. This is not at all surprising...The means of communication...were ordered seized as a priority. To hold the means of communication denied them to enemies. Public opinion mattered; making sure rivals could not get their message out mattered more.” The purpose of seizing all means of mass communication was simple: to reform and re-structure a society comprised of many heterogeneous traditions and traditional sources of authority into a cohesive unit under a strong central authority.

Thus the Bolsheviks attacked any rival authorities, including traditions of elders, ancient yet heterogeneous cultures, parental authority and religious faith. In place of these authorities they inserted themselves and their party structure, and they created a new collective of “saints” and heroes to legitimize their reign in the minds of their subjects. The constant hammering of their message through state-owned means of mass communication was another means by which they sought to legitimize themselves.

From the start, the Bolsheviks wanted to turn Russia into a new, modern, scientifically advanced techno-utopia. This was the Soviet ideal. Lenin's administration achieved the widespread electrification of the Soviet Union in a very short time. The rapid industrialization of the Soviet Union continued under Stalin, along with the breakup of family farming and the rise of collective farms. These things took place alongside the massive indoctrination of Russian children and youth in order to displace the influence of local, traditional culture and the authority of elders.

For a long while, this strategy worked. Soviet life began to improve and modern technology became widely available to a large percentage of the population. World War Two validated the propaganda depiction of the Soviet Union as a utopian experiment threatened by enemies, and validated Stalin as a defender of that utopia-in-progress. After the war, the Soviets rebuilt and expanded their industrial economy, achieving some significant public relations victories with the detonation of their own nuclear weapons, the launch of the world's first artificial satellite, the first man in space and the first space walk. While times were good and things were going the Soviets' way, it was easy for the average Soviet man on the street to believe the propaganda being pushed on him.

That began to change in the late 1970's and 1980's, as the Soviet regime experienced a series of reversals and setbacks, and ordinary people in the Soviet Union were able to travel more freely to other countries. It became apparent to a large number of people that the reality of their daily lives contradicted official media pronouncements. As one source wrote in the 1880's, the old joke about the Soviet press was that “there's no truth in Pravda and no news in Izvestia.” Soviet media began to lose its power. Samizdat and alternative sources of news became much more important.

At least, that's how I understand how all this worked out. I must provide a caveat: I'm not Russian and haven't lived anywhere near Russia during my entire life. But my opinion is formed by the sources I've read and by sketchy memories of a Cold War childhood.

There are parallels between the “world's first propaganda state,” as Western propagandists describe the Soviet Union, and the supposedly “free,” “democratic” nations of the West, particularly the United States. I won't belabor them, as they have already been covered amply by other writers (particularly by a former citizen of the Soviet Union, a copy of whose book I own). One of those parallels does deserve some mention, however.

In the West (particularly the United States) over the years, some extremely rich people have succeeded in loosening state restrictions on the concentration and aggregation of wealth and resources. These restrictions were originally created to prevent large numbers of people from being hurt by the side effects of predatory capitalism. These restrictions are now almost completely erased. One of these restrictions was a restriction on the amount of media ownership any one person or corporation could have.

Because that restriction has been largely erased, a handful of men own huge numbers of very rich and powerful media outlets. I am thinking of Rupert Murdoch in particular (as some of you probably guessed), who is as rabid and enthusiastic an apologist for predatory capitalism as Pravda once was for Soviet socialism.

The problem for Mr. Murdoch (and for people like him) is that recent events are presenting a reality of daily experience for many Americans which is very different from the official party line they get from Fox News or the Wall Street Journal. This reality is not being experienced in isolation, but rather out in the open, by people who can look at each other and compare notes. This makes it harder for the propaganda machine to say, “So your experience is different from what we promised? That's because you're a failure.” In other words, it's getting harder for perpetrators of societal abuse to blame their victims for their own suffering.

A media outlet like Fox might still be able to succeed in making someone feel guilty for losing his job and being on food stamps (even though this person is out of work because of massive layoffs or the bankruptcy of his employer). But how can one blame residents of coastal cities and towns for a massive oil spill that pollutes their beaches and contaminates their groundwater? Or how is this the fault of “them 'terrrists,' socialists and liberals!”? By the way, which “news” outlets and political candidates were pushing the “Drill Here, Drill Now, Pay Less” message over the last two years?

The right-wing media in this country (which comprises the majority of mainstream media nowadays) would tell us that greed is good, that laissez-fare capitalism is wonderful, and that all our social problems can be solved if only we remove all governmental restrictions and “let the market decide” what our lives shall be. But if free markets and small government are so wonderful, who poisoned the water supply of Charleston, West Virginia to such an extent that seven-year-old boys there now have mouths full of caps on teeth that have been rotted away from drinking the water?

The “free-market,” selfish, “greed-is-good,” John Galt message of the American Right is diametrically opposed to reality, and is a very bad way of coping with a future of diminishing resources and a poisoned planet. For a long time, forward-thinking people have known this to be true, although the signs of our resource and environmental predicament were not obvious to most. Now the signs are becoming a lot more obvious. The Kool-Aid we've been fed is starting to make more people queasy - or, as Ahavah Gayle said recently on her blog Shalom Habayit, "This caviar tastes funny." The Deepwater Horizon accident was an American “Pravda moment.” The United States and its dominant media will be experiencing many more “Pravda moments” in the near future. Hopefully, such moments will be the start of an adult conversation.

Deepwater Event Horizon

I was sitting in a job safety training meeting this morning. The trainers challenged us all to examine our attitudes toward jobsite safety, especially attacking the assumption which they believe to be prevalent among many employees that “what really matters to our company is the bottom line. If safety interferes with the bottom line, then safety has to take a back seat.” The trainers emphatically stated that at their jobsite, safety is always first.

This got me thinking about the recent deepwater oil well blowout and sinking of the British Petroleum mobile rig Deepwater Horizon. I haven't been able to follow the story as closely as I should, but I do know a few things, namely, that the sinking of the rig killed eleven people onboard; that according to reliable sources, the rig was the deepest in the world; and that for years its owner, BP, had fought the sort of safety regulations that would have prevented a disaster of the magnitude we now see. The ruptured well is leaking between 5000 and 25,000 barrels of oil per day at present (depending on whose estimate you believe), and has leaked enough oil to form a slick bigger than Rhode Island. BP's present efforts at inserting a concrete cap on the sea floor will only deal with one source of leakage; by now there are several. And there is a chance that the cap will not work as intended. Moreover, it may be months before BP can stop the leak fully. Lastly, this massive oil leak comes during both the spawning season for a lot of sea wildlife in the Gulf of Mexico, and the beginning of the tropical storm season in the Atlantic.

Although I am an engineer, I am by no means an expert on the oil industry. But I am a student of human nature. I remember the strategy of the McCain-Palin campaign in the 2008 U.S. presidential election, and how the Republicans and Rupert Murdoch's Fox News blamed high energy prices on “excessive” Democratic/leftist concerns over the environment. The Republican message was simple: “Drill here, drill now, pay less,” and they wanted to open up all of the most environmentally sensitive areas in the United States and its coastal waters to oil drilling. The Gulf Coast states were all Republican-leaning “red states” in the 2008 election, with the exception of Florida.

Now they are about to be baptized in oil.

I wonder how many Republican-leaning good-ole-boy commercial fishermen will have their businesses wiped out this year by the Deepwater Horizon disaster. I wonder how many coastal residents will be sickened by toxic chemicals washing up onto their beaches. I wonder how much of an economic disaster the Gulf Coast will have to face from the spill. More importantly, I wonder how many of these people will be both able and willing to connect the dots between their lifestyles and electoral choices and the oil now killing their ocean. “Whatever a man sows, that he will also reap.” Or as J.R.R. Tolkein once wrote, “The burned hand teaches best. After that, advice about fire goes to the heart.”

That is generally true, I suppose – unless someone interferes with the lesson of the burned hand by drugging the burn sufferer. And Fox News is a willing pusher of drugs these days. Their coverage of the disaster has painted BP in a very positive, almost heroic light, while greatly exaggerating the effectiveness of the work done by BP to date to stop the oil leaks. They have also tried blame shifting, questioning whether the Obama administration's response to the Deepwater Horizon disaster was effective enough. They have downplayed reports of dead animals washing up on Gulf Coast shores, saying, “...even though the dead turtles and jellyfish washing ashore along the Gulf of Mexico are clean, and scientists have yet to determine what killed them, many are just sure the flow of crude unleashed by the explosion at BP's Deepwater Horizon is the culprit.” And in an unbelievable display of bad timing, they have even revived the “Drill Here, Drill Now, Pay Less” mantra, as stated in an opinion piece written by Newt Gingrich yesterday. I have compared Fox to a collection of drug pushers, but to publish the kind of distortions they do they must all be taking mind-altering drugs. Then again, money is a drug, and some people will do anything to get some of it.

The Deepwater Horizon disaster is an example of the risks that come with trying to exploit ultra-deepwater oil reserves. Many respectable analysts do not believe that deepwater oil will save the world from a post-Peak state of affairs. But deepwater oil can make one really huge mess. How much more can the earth's oceans take before all the life in them collapses?

Watching The Well, Late March 2010

This month, it was announced that an island in the Bay of Bengal was swallowed up by the sea, due to rising sea levels caused by climate change. Five other nearby islands are also threatened with submersion.

This month, NASA scientists stated the very high likelihood that this year, 2010 could be the warmest year on record. FYI, 2009 was the warmest year on record in the Southern Hemisphere, and the second warmest year overall.

This month, the U.S. Federal Reserve announced the end of its program of buying U.S. mortgage-backed securities. The buying of these securities by the Fed was a major factor in propping up the U.S. financial system, and was quite possibly the single biggest factor in keeping American home prices elevated.

This year, the U.S. Energy Information Administration finally joined a chorus of official voices from official government and oil industry agencies who are saying that the world could start to see a decline in global oil production...right about now (actually, to be quite precise, starting in 2011). However, neither the EIA nor the U.S. government in general can yet bring themselves to say the words, “Peak Oil.”

This year, none of these pivotal stories has been covered in any meaningful way in mainstream American media. However, Scripps Networks have just launched a new “reality” TV show on their Travel Channel, called, “America's Worst Drivers.” Our media continues to lull us to sleep by petty distractions such as these, and many of us are as a mouse nodding off to the sound of the purr of a nearby cat. So few of us realize that the cat's jaws are about to close on us.

A Slightly Late Post, March 2010

To those who are just now joining this blog, I want to say a big “Thank you.” The Well Run Dry is a blog that deals with declines in the energy available to modern industrial society, the environmental destruction caused by this society, and its resulting economic contraction. It is partly a discussion of problems caused by energy decline, environmental degradation and economic collapse. It is also partly a calling-out of some of the rich and powerful people responsible for making our predicament worse than it need be. And it is partly a diary – how one man (me) wakes up to our situation and searches for strategies for coping with all of it. Hopefully in thinking of strategies I can come up with things that help all of you.

Normally, I try to post each weekend (Saturdays preferably, though sometimes I get a post in on a Friday night and sometimes I am delayed until Sunday afternoons). There are also times when I am able to publish two posts per week. This weekend I participated in a tree-planting organized by Friends of Trees, a Portland environmental nonprofit organization. Having recently purchased a very cool “hybrid” camera (one that records both high quality still images and high quality videos), I shot some videos of the tree planting, as well as short interviews with some of the staff. This weekend's post would have featured those videos, as well as a brief explanation of Friends of Trees and the impact of their efforts on building resilient neighborhoods.

Unfortunately, when I tried to upload the videos to Youtube, my computer kept disconnecting from the Web (and the upload process seemed to take forever), so I never completed this weekend's post. I am now looking into other video hosting sites like Vimeo or the Internet Archive. Hopefully, sometime before my next birthday I'll have those videos up on the Web. ;) I've also got to learn how to turn my videos into a more polished production... Meanwhile, if you want to see some other videos I recently shot, look up the “Portland Fix-It Fair” on Youtube. The Fix-It Fair is an annual series of workshops hosted by the City of Portland to promote resilient, sustainable neighborhoods.

Brownfields and Urban Agriculture - Assessing The Challenges (Part 2)

This is the second part of a transcript of an interview I conducted last week with Clark Henry of the Portland Brownfield Program. In this interview, we discussed the prevalence of brownfields (areas of land polluted by commercial or industrial activity) in urban environments, and the implications for urban agriculture and food gardening. Today's post contains the remainder of that interview, in which solutions to brownfields are discussed. For the sake of continuity, I have also included all of the transcription from last week's post. My questions are in bold type, and Mr. Henry's answers are in normal type.

People talk about adapting to Peak Oil, economic collapse and resource constraints...and there are all sorts of responses, including trying to make things work where we live. Food systems are a big part of this, including urban gardening and urban farming. But some have pointed out the pollution of the urban environment, including pollution of soil due to lead. Telling people, “Don't grow food in the city; it's too dangerous,” won't fly as people find that they can't afford to rely on our present food systems. Yet the issue of pollution is valid. Can you comment on the scope of the problem, starting with lead pollution?

Sure, and just to qualify my statements, I am not a scientist, but an urban planner. I've been working with this [Portland Brownfield Program] project for eight years, so I have developed some understanding of levels and pervasiveness of contaminants. My wife, however, is director of the Josiah Hill III Clinic, a community-based nonprofit organization that does blood lead level testing for pregnant women and children in lower income neighborhoods and among communities of color.

The #1 source of lead contamination in Portland is lead paint, from older construction and older houses. The problem of lead contamination grows more severe as one moves eastward across the United States and as one goes into older neighborhoods. Scraping and sanding paint, or chipping and flaking of paint is the source of soil contamination in the home environment. In commercial and industrial areas, shipbuilding and shipbreaking, bulk oil terminals, old gas stations and old storage sites for leaded gasoline are sources of lead contamination.

Lead is a background element in nature, and agencies like the EPA and HUD publish environmental lead level figures that, in their view, “do not pose a driving risk to human life.” However, they also say that there is no safe level of lead in the human body. And there are documented detrimental effects to small children up to the age of 7 from exposure to lead. The City and County Health Departments partner with the State to publish guidelines for lead exposure, and there is a “Lead Hotline” available to City residents.

What other contaminants are a concern (including organic contaminants like organic compounds from leaking underground tanks)?

Petroleum of all varieties – gasoline, heating oil, motor oil, diesel fuel, bulk oil, and so forth. Former gas stations occupy a large portion of America's commercial corridors, and they were usually situated on corners where people drive by. Many sites of these former stations show few or no signs of such previous use; yet when people look into the records for such sites, they discover that, “Oh, a gas station was here!”

Modern gas stations operate under rigorous oversight by state regulators, but these older sites represent a mystery, an unquantifiable risk, and available databases don't do justice to this risk. Verifiable sites are maintained in two State (Oregon) Department of Environmental Quality (DEQ) databases: the Leaky Underground Storage Tanks (LUSTS) database, and the Environmental Cleanup Site Inventory. Some of the sites on this list have been cleaned up and re-used. All of these sites are candidates for State involvement in assessment and/or clean-up.

There are two stages of State environmental assessment. First is the Phase 1 assessment in which a consultant determines the history of the site, using sources such as the County library, building records, the Polk Directories and the Sanborn Fire Insurance maps. (In the 1950's, the Sanborn Fire Insurance company made very detailed maps of underground tanks for underwriting purposes.) Also, the consultant will visit the site to do a visual inspection, where he may notice old concrete pump islands or old gas station structures or fill ports for underground tanks.

The Phase 2 assessment follows once the consultant has determined that a site is a former gas station or dry cleaners' facility or metal plating facility or so forth. Phase 2 consists of taking soil samples or groundwater samples, or taking samples of the contents of barrels if there are barrels on the site, or taking samples of the materials of any existing buildings or structures on the site.

Once the assessment is finished, the level and type of contamination is compared to the desired future use of the site. The DEQ is concerned with limiting exposure to contaminants. Thus, a site that meets regulatory approval isn't necessarily cleaned up, but is configured in a way that limits exposure – via placing a parking lot or building foundation on top of contaminated soil so that people are prevented from coming in contact with the bare soil. This is called an engineering control. Another form of control, called an institutional control, consists of placing restrictions on the title and permitted uses of the site.

So then, it is possible that there are sites that would be under institutional controls that forbid their use for urban agriculture?

Absolutely. Unless you worked through a new way of getting the site cleaned up. And the City is working with some groups who are researching how to make brownfields both safe and functional for urban agriculture, whether it's small-scale community gardens or something larger. We're working with a group called Groundwork Portland, which is just a year and a few months old. It's part of a network called Groundwork USA, whose mission is to identify brownfields within environmental justice communities, and to have them assessed and cleaned up and re-used in a way that reflects the surrounding community. Not necessarily to eyeball these sites for condominium development or Starbucks, but to make sure that they are doing something for the people who live there – by protecting their health first, and then by insuring that these sites are used in a way that meets the needs of the people around them.

Groundwork Portland has a board of directors whose members come from several local organizations: Organizing People, Activating Leaders (OPAL); the Oregon Tradeswomen; and the Oregon Sustainable Agriculture Land Trust (OSALT). The Oregon Tradeswomen provide training in hazardous waste handling for brownfield work. OSALT owns property for agricultural use and they are doing research on appropriate agricultural development of urban properties. There is a project on 8th and Emerson in NE Portland, the “Emerson Garden Project,” now being undertaken by OSALT, and it is a 4000 square foot lot that was donated by the County through foreclosure.

The Portland Brownfield Program tested the lot and found that there were really high lead levels in a couple of spots. We (Groundwork Portland, OSALT and the City) are now trying to clean up the soil using phytoremediation (decontamination via plants), in order to turn this lot into a community garden. OSALT will test native plants on this lot, to determine their phytoremedial qualities with lead, in order that we can turn this into a site for food production and education at the same time.

What are the available remediation strategies, starting from the most expensive strategies down to those that are within reach of communities and non-profits?

That's a good question, and the answer is not obvious. Soil removal is one option. But this is very expensive compared to trucking dirt to a regular landfill. Dirt at regular landfills is simply used as a cover. But contaminated dirt requires removal to a toxic waste landfill. Fortunately, there is such a landfill in eastern Oregon, but the cost of trucking dirt there is over $700 a ton, compared to $70 a ton for removal to a regular landfill. And a ton of dirt is not that bulky. So soil removal quickly becomes very expensive, not to mention the cost of finding virgin, clean dirt and trucking it in to your urban agriculture site.

Another strategy is groundwater treatment, but this is an ongoing process that may last several years, and it too is expensive. When dealing with petroleum products, oxygenation and breakdown of compounds using bacteria and/or mushrooms is sometimes used. But this requires continual monitoring. The big questions for bioremediation, and indeed for all remediation, are “How long will this take?”, “How much will this cost?”, and “Who will pay for this?” These are often unknown until one gets into a project. Those who undertake such projects therefore take on a significant risk. Private developers must take this risk on themselves, but communities and tax-exempt non-profits can get help.

The Portland Brownfield Program focuses most of its efforts on helping community-based revitalization efforts, and I think we've achieved some good successes. But we also help private markets figure out remediation, as even large private firms who specialize in brownfield redevelopment sometimes get in trouble.

As far as nonprofits, there's a group, Southeast Uplift, that owns a former gas station on southeast 57th and Division. This land was given to them by the U.S. Marshal. This site was known to have underground storage tanks that had leaked. We helped them deal with the environmental liability issues and obtain the resources to deal with regulatory requirements for dealing with the site's past use. Our approach was straightforward – “dig it up and haul it away.” Fortunately, when we started digging out the tanks, we found very little contamination. But a site with identical usage and identical tanks might have had monstrous contamination – you just doesn't know until you start digging. We can test all we want, but the reality is that we drill a series of holes spaced a certain distance apart, and we make assumptions about what lies between those holes. If we find contamination, we will drill more holes until we don't find any more. This helps us determine the zone to be cleaned up. But the testing is expensive, and it is not fast. We can make educated assumptions about what we hope to find, and then have a plan B – a healthy contingency. Private developers have the luxury of having a large investment pool for cleaning up land for large projects, such as the Pearl District and South Waterfront. Things get tighter as the project size shrinks, though there are State and Federal grants available to tax-exempt organizations and nonprofits.

It sounds like there really needs to be a partnership with city governments in order to promote urban agriculture. The extent of urban pollution is fairly widespread. Are you saying then that people should not rush in blindly and grow vegetables in any bare patch of land?

Yes, that's a fair assumption. But it depends on what you're growing – does your tomato plant take lead out of the soil and store it in the fruit? It's questionable. Look at the literature to see what contaminants plants actually take up. The more serious threat comes not from eating the vegetables, but from working the soil – digging, planting, then bringing contaminated soil into your home.

The National Brownfield Conference was recently held in New Orleans. My co-worker Jen was there, and spoke at an urban agriculture session. There was also a woman named Anne Carroll of the U.S. Environmental Protection Agency who is working with city groups to help accurately communicate the risk – there really aren't a lot of regulatory standards that people can follow to determine what's safe; most of it is perception.

At that Conference, one researcher from the University of Washington said, “There's a very scientific approach to this; there's very little risk, so why address it? We haven't seen plants take up contaminants; all you're doing by applying this stigma to areas of land is stopping people from growing food. There's no risk; just go ahead and do it.” To me such a statement sends up a red flag – because people don't necessarily respond well to purely scientific reasoning. Even if that reasoning is communicated clearly, people don't always respond well. For instance, if you were told, “That soil is safe for you to garden in so long as you and your children aren't consuming more than 18 percent of your annual broccoli intake from that plot,” how would you feel? Perception of risk – perception of contamination is everything. Perception that a site is too dangerous to use may cause it to lie fallow, unused for anything- along with the perception that any assessment or remediation is too costly to undertake.

This is why partnership with a city government or other group that understands these issues can help in reusing sites. This is why we have been working with OSALT on the 8th and Emerson site, and why we have been working with Anne Carroll on accurately communicating the risk, and what to do to manage the risk. Not everyone who wants to start a community garden has a few hundred thousand dollars to remove the existing soil and bring in verified clean, composted new soil – that's unrealistic. So what's the alternative? To not use land? To use only the most pristine land? The vast majority of this world exists right in the middle, and if we want to use urban land for agricultural uses, we will be walking with some risk. That's okay, as long as we understand the risk and we take reasonable steps to limit it.

There are some obvious no-no's – you don't plant directly in extremely contaminated soil, for instance. And composting has been shown to bind contaminants in soil so that they are not mobile and can't be absorbed by plants. But some of this is subjective. And one size doesn't fit all. What's needed is an arsenal of many tools to deal with contamination in many situations.

One question is “What does sustainable cleanup really mean?” Does sustainable brownfield redevelopment consist of digging up contaminated soil and hauling it to a landfill? That just makes it someone else's problem. These landfills don't remain landfills forever. We're already dealing with the problem of closed landfills, and the big voids they leave in the urban environment. Landfills are big. Once they get closed, normally nothing happens on them. Will we try technologies and products that clean soil and groundwater? Do these products really do what they're supposed to do? Or do they actually make the contaminants more toxic?

Are there other cities throughout the U.S. and the world whose city governments are working to reclaim brownfield sites in their city limits for use in urban agriculture?

Yeah, absolutely. Philadelphia has been receiving national attention for their “Philadelphia Green” efforts. There's a group in Milwaukee, Wisconsin – I feel bad because I can't remember the man's name – but there's a gentleman who has done a tremendous job with aquaculture and urban agriculture, and he's doing it in a way that's educating tons of people, while generating enough funds to support itself; it's economically viable. There's also the Groundwork USA network. New York City is also looking at this as far as urban gardening, and they recently launched a very ambitious Brownfield Revitalization office.

Germany has a very interesting “Interim Use” philosophy. If a site is not being used, the government asks, “What can we use this for?” They don't have the same “property rights” gusto found in the USA, so the German government has a lot more statutory authority to put sites to use when their owners leave them fenced off and contaminated. Urban agriculture is one of the uses Germany has looked at for these sites, particularly in Leipzig.

In Indianapolis, my counterpart is Christopher Harrell, and he's looking at this as well. We're definitely not unique, but we like to think we're doing good work.

So here we are and someone wakes up to the insecurity of our economy and our industrial food system, and as he thinks of the need to start building local economic systems and systems of food production, he looks out his apartment window at the vacant lot across the street. Where does this person start?

Talk to the property owner if you're thinking of using some vacant land. Then, do your research on the site's history. In Portland, the Polk Directories are a good resource. Then, if you find that the site has a history that might have generated contamination, do some testing. Call the Portland Brownfield program. Also, talk to neighbors who know the history of the site.

But should you find that the site is contaminated, what do you do with that knowledge? You can compare your findings against the DEQ standards for agricultural use. Also, HUD and the City of Portland's Building Department have guidelines. But you have to be able in the end to look your neighbor in the eye and say, “Yes, this site is safe for use.”

Debrief: Mr. Henry provided some very useful information, which I am sure is greatly appreciated. Three things stand out: first, that pollution of the urban environment is a widespread and serious problem; secondly, that functioning in the urban environment therefore involves intelligently managing the risk from urban pollution; and thirdly, that providing sustainable and viable local economic systems – especially, local systems of food production – in urban areas will require us to learn to live differently. If we care about relocalizing our food, we will have to stop polluting our land, and we will have to stop supporting those businesses and activities of the present official economy that continue to ruin our cities. I know there are cities in China and on the African continent that are learning this the hard way.
